News Letter 027 The impact of the new 2025 regulations on the road transport industry in Vietnam

In Vietnam, the revised Road Traffic Law (Decree 168/2024) came into effect on January 1, 2025.
The impact of this on cargo transport has gradually become apparent, so we would like to share some information with you.

The two major points of the revision are as follows.

  1. Significant increase in fines

 

For those of you living in Vietnam, you may have seen many articles about the decrease in traffic violations due
to the increase in traffic violation fines, but the fines for trucks and trailers have also increased significantly.

 

  1. Restrictions on driving hours

 

As a result of this revision, truck drivers’ working hours have been limited to 10 hours per day and 48 hours per week.

The current situation that is occurring due to this revision is as follows.

 

1) Truck drivers are quitting their jobs due to concerns about the increase in fines and feeling greater stress.
In particular, there is a tendency for more drivers to quit their jobs after Tet (Lunar New Year) than usual.

 

2) Drivers who were earning commission have seen their income decrease due to time restrictions.

3) Driver’s basic salaries are on the rise, and drivers are increasingly willing to change jobs.

Transportation companies need more drivers to do the same amount of work due to work hour restrictions,
In addition to rising operating costs, there is a gradual driver shortage due to an increasing trend of employee turnover.

At present, there is no sudden decrease in transportation capacity, but there have been cases
where some transportation became difficult during peak periods around Tet.

As cargo transportation supply and demand is expected to become tight in the future,
